Selection shall be based on objective vulnerability criteria and village-level verification, not personal preference or local pressure.

Section 10 - Project Geography & Cluster Approach
A cluster approach is recommended because it allows visible impact without scattering resources too widely. Under this approach, each cluster contains a set of villages or hamlets that share a project team, health outreach calendar, training centre, digital learning hub, procurement schedule, monitoring system and grievance mechanism.
